18426.1. Assistant Treasurer.
Pursuant to Government Code section 84100, every recipient committee shall have a
treasurer, and may designate, on the committee's statement of organization, one assistant
treasurer. The assistant treasurer may sign and verify campaign statement(s) on behalf of
the committee which he or she has used reasonable diligence to prepare and review, and
signs to that effect under penalty of perjury as required by Government Code section
81004. With respect to statements signed by the assistant treasurer, the treasurer and
assistant treasurer shall be jointly and severally liable for any violations for which the
Political Reform Act would otherwise hold the treasurer liable. The assistant treasurer
shall assume the duties and responsibilities of the treasurer as set forth in the
Political Reform Act and Commission regulations (including Title 2, California Code of
Regulations sections 18401 and 18427) in the event of a temporary vacancy in the office or
in the event the treasurer is unavailable. Notwithstanding this regulation, a committee
may not accept a contribution or make an expenditure at a time when there is a vacancy in
the office of treasurer.
