Roll: Chair Miadich and Commissioners Baker, Cardenas, Hatch, and Wilson were in attendance.

Item 2: Minutes from January 2021 Commission Hearing. Approved 5-0.

Item 3: Enforcement Action. Motion to reject the stipulation as written and pursue a higher penalty amount. Approved 5-0. The Commission directed the Enforcement Division to refer the matter to the Attorney General and the local District Attorney’s office.

Items 4-8: Enforcement Actions. Approved 5-0.

Item 9: Enforcement Notice. Information item.

Item 10: Adoption of Regulations Concerning Local Office Campaign Contribution Limits. Approved 5-0.

Item 11: Discussion of Conflict of Interest Rules Concerning Sources of Income to an Official’s Business Entity. Discussion item.

Item 12: Committee Updates. Chair Miadich gave an update on the Law and Policy Committee and Budget and Staffing Committee.

Item 13: 2021-2022 Budget. Information item.

Item 14: Legislative Update. Staff update. Motion to add Assemblymember Garcia’s misuse of public funds bill to the Commissioner legislative priorities list. Approved 4-0, with Commissioner Wilson abstaining.

Item 15: Executive Staff Reports. Accepted as submitted.

Item 16: Commissioner Comments and Proposed Future Agenda Items. Chair Miadich would like the Legal Division to bring back the CPAA comment letter regarding AB571 to discuss the statute, Staff interpretation, and the issues regarding retroactivity.
