Item 2: Minutes from September 2022 Commission Hearing. Approved 4-0, with Commissioner Gómez abstaining.

Item 3: Adoption of Proposed Regulation 18400. Treasurer, Assistant Treasurer, Responsible Officer, and Principal Officer Capacity. Approved 5-0.

Item 4: Enforcement Action. Approved 5-0.

Item 5: Enforcement Action. Pulled from agenda by the Enforcement Division.

Item 6: Adoption of Proposed Amendments to Regulation 18410 Requiring Disclosure of Individuals Authorized to Access a Committee’s Bank Records. Motion to approve with amendments including a January 1, 2024 implementation date. Approved 5-0.

Item 7: Adoption of Proposed Amendments to Regulation 18531.5, Recall Elections. Motion to strike the language additions on page two, lines 15-20. Failed 1-1, with Commissioners Gómez, Wilson, and Wood abstaining. Motion to adopt as recommended by Staff. Approved 4-0, with Commissioner Baker abstaining.
