Administration and Technology Division TheAdministration Division oversees personnel functions, budgeting, accounting, business services, print services, and employee-employer relations services. The Division also is in charge of the Information Technology Division, which plays a crucial role in fulfilling the Commission’s goal to increase transparency through technology. Public Drawing Schedule and Results Public Draw Pursuant to section 90001 of the Political Reform Act and section 18991 of the Fair Political Practices Commission Regulations, a public draw is held every odd year. Lobbying firm and lobbyist employer audits are required to be drawn in February of every odd-numbered year. Local candidates and committees will be selected at the same time as candidates for the Legislature in a direct primary or general election are selected for audit, or as soon as feasible thereafter. Enforcement Division The Enforcement Division is a team of lawyers, investigators, auditors, political reform consultants and support staff that investigate and administratively prosecute suspected violations of the Political Reform Act. For more information on the types of enforcement actions, violations of the Act, and how to file a complaint, view our Enforcement section of the FPPC website. Enforcement Process The Enforcement Division analyzes and processes over 2,500 complaints and referrals per year about potential violations of the Act. Complaints and referrals are received from citizens, other government agencies, and the media. The Enforcement Division also investigates on its own initiative. The division also operates a campaign audit program of both mandatory and discretionary audits. A matter will be fully investigated if there is sufficient information to believe that a violation of the Act has occurred. Commissioners and Executive Staff Profiles The Governor appoints the Chair and one other Commissioner of a different political party for a term beginning February 1st after each Gubernatorial Election. The Secretary of State, Attorney General, and State Controller each appoint one Commissioner for a term beginning February 1st after each Presidential Election. Maintaining a Non-Partisan Commission No more than three members of the Commission can be from the same political party. The Law Mission of the Law The Fair Political Practices Commission has primary responsibility for the impartial and effective administration of the Political Reform Act. The mission of the Act is to serve as the legal bedrock of governmental ethics in California. It regulates:  Campaign Finance Financial Conflicts of Interest by Public Officials Lobbyist Registration and Reporting Post-Governmental Employment Political Mass Mailings at Public Expense Gifts and Honoraria given to Public Officials and Candidates Why Was the Act Passed? Before the Act there were few rules governing the conduct of elected officials, campaigns, and lobbyists. Many considered politics to be similar to the "wild west," where lobbyists could give gifts to members of the legislature without restriction, and campaign contributions could be made in cash without disclosing the source. FPPC Regulations The FPPC is responsible for administering and enforcing the Political Reform Act (the Act). It enacts regulations to implement the law, issues advice letters, and adopts advisory opinions that apply the Act and its regulations to specific circumstances. This section provides access to a variety of legal resources, including the current Regulation Index,Newly Adopted or Amended Regulations, and Proposed Regulations and Notices. Regulation Process - Public Comment As part of the regulation process, each proposed regulation must be available for public comment for a specified period before it is enacted. Individuals wishing to provide public comment on a proposed regulation may review notices on the Proposed Regulations page. Each notice includes the deadline for submitting written comments and the date of the Commission meeting at which the proposed regulatory action will be considered.
