Privacy for All Students is a primarily formed ballot measure committee created to support several attempts to qualify a ballot measure that would undo Assembly Bill 1266, which permits student participation based on gender identity. John Fugatt is the Committee’s treasurer. Karen England is the Committee’s principal officer. The Committee, England, and Fugatt failed to timely file four semiannual campaign statements covering the reporting periods of October 1, 2013 through December 31, 2013, July 1, 2014 through December 31, 2015, and January 1, 2016 through December 31, 2016, in violation of Government Code Section 84200, subdivision (a) (1 count); and failed to timely report contributions on a quarterly campaign statement; contributions, expenditures, and a miscellaneous increase to cash on a semiannual campaign statement; and contributions on a semiannual campaign statement, in violation of Section 84211, subdivisions (a), (b), (c), (f), (i), (k), and (l) (1 count).
